Trump's Woke Alarm Misses The Continent's True Threat: Technological Decline.

Donald Trump's security policy document presents a flawed assessment of the European Union. It claims that open-border policies and so-called "woke" policies pose an grave risk to the continent's identity. Yet, this perspective rests on a fundamental misinterpretation of the reality. The true challenge facing the EU is not societal but economic and technological backwardness.

A Glaring Economic Gap Separating the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP grew by 87%, while a mere 13.5% increase for the EU. Over this time, European income per person fell from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Currently, about 50% of the world’s 50 largest technology firms are US-based, while a mere four are European.

The Technological Shortfall: The Core Problem

The growing disparity is driven by stronger productivity growth in the US, fueled by technological innovation and better use of resources. The landscape of world technology dominance is overwhelmingly US-centric. Over the past five decades, 241 US firms have scaled into companies valued at over $10bn, versus just 14 in the European continent.

This gap raises a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts concede it is largely a contest between two involving the US and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile system for financing new ventures. The EU has yet to establish a true capital markets union, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can launch a product under a single set of laws to access a market of hundreds of millions. The EU, despite a bigger population size, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, one can find causes for hope. Policymakers are growing more conscious of the existential challenge and have started to advance serious reform. Key analyses on EU competitiveness and the internal market highlight the need for major changes.

With the right policies and rule changes, these assets could support much higher degrees of commercial innovation.

The continent still possesses significant strengths: high-quality workforce, excellent education systems, and world-class labs. Coupled with a vast domestic consumer base and high savings rates, these elements could unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating cutting-edge technologies, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

An Inflection Point

Europe now stands at a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. However, without decisive action to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent decline in world influence.
